In early 2015, Beijing Leiming Cyber Electromechanical Technology Co., Ltd. undertook the research and manufacturing work for the "Overall Bolt Stretching Machine for Reactor Pressure Vessels of Units 5 and 6 of Fuqing Nuclear Power Plant in Fujian Province". During the contract review period, they began to discuss the requirements for the test environment and solutions for this product.

Given that this product serves the key national project "Hualong One", in order to ensure product quality, it was ultimately decided to build a "Full-Synchronous Stretching Machine Full-Scale Test Plant", simulating the on-site conditions at a 1:1 ratio, and completing all the tests for this product within the plant.

During the process of handling the procedures for obtaining the "Construction Project Planning Permit", the Beijing Planning Commission and the Municipal Land and Resources Bureau underwent an institutional reform merger. This institutional reform caused significant impacts on the company's handling of land planning and approval matters, with the application and approval process being delayed by more than a month.

Through multiple coordination and efforts, on October 20, 2016, the company officially obtained the "Construction Project Planning Permit" issued by the Beijing Planning and Land Resources Management Committee, which effectively promoted the progress of the project and created necessary conditions for subsequent work. The construction period is expected to be 2 months, synchronized with the research and manufacturing progress of the product, providing a guarantee for the product test work and ensuring the timely delivery of qualified products to customers.
